Sagut ti Gobyerno iti Barangay, A Huge Success! (April 13 - June 16, 2009) by: Reishan L. Paredes, Mayor's Office 06/24/09 2:50pm The annual Sagut ti Gobyerno iti Barangay (medical-dental outreach program being held yearly in the urban and rural barangays of the municipality of Bacarra) which was launched on April 13, 2009 at the Barangay Hall of Bgy. 37-A Casilian, this municipality, successfully ended on the 16th of June 2009. This two-month civic program usually comprises activities that extend basic services to the residents such as medical and dental services, large animal vaccination, and implementation of the Nutrition Program (Operation Timbang, de-worming and giving of supplemental food and vitamins) Consultation dialogue/Gen. Assembly Meeting at Bgy.#40 Buyon Aside from this, a Barangay Consultation Dialogue/General Assembly Meeting was conducted every afternoon wherein it was attended by the Local Chief Executive, Mayor Nicomedes C. Dela Cruz Jr., together with the Sangguniang Bayan members and the department heads of the municipality. The forum provides opportunity for the residents to ask questions as well as to discuss issues affecting them. Programs and projects that assist in the provision of social services and essential for continued development of the community are likewise discussed. Aside from this, a Barangay Consultation Dialogue/General Assembly Meeting was conducted every afternoon wherein it was attended by the Local Chief Executive, Mayor Nicomedes C. Dela Cruz Jr., together with the Sangguniang Bayan members and the department heads of the municipality. The forum provides opportunity for the residents to ask questions as well as to discuss issues affecting them. Programs and projects that assist in the provision of social services and essential for continued development of the community are likewise discussed. Another part of the afternoon-activities is the release of the Self-Employment Assistance Program (SEAP) check to eligible claimant/s from the Rural  Improvement Club (RIC). This developmental program of the municipality is designed to provide income generating projects and op-portunities in order to allow community members to develop sustainable livelihood for the enhancement of self-reliance. This people-centered undertaking of the municipality allows members of the community to increase their personal capacities to mobilize and manage resources that would bring about sustainable and justly distributed improvement in their quality of life.  Distribution of SEAP check to the recipients at Bgy. #28 Cabusligan In pursuit of the municipality’s vision, mission and goal, the Local Chief Executive firmly believes that development is a participatory process of bringing about social change in a community that allows the realization of people’s dream and aspirations. The outcomes are evident around the municipality. And as long as the result shows positive effect, this kind of development intervention from the present dispensation will always be expected.   T  he Municipality of Bacarra is celebrating its Annual Farmer's Festival on the 19th and 20th day of May. The celebration is highlighted with an early morning mass at the St. Andrew Parish Church, followed by a motorcade around the town.  Briefly after the parade is the  opening of the Mini Agro-Industrial and Cultural Trade Fair participated in by the forty three (43) barangays of Bacarra. The trade fair showcased farmers produce from rice, vegetables, high value commercial crops, livestocks, processed foods and fish products. Five barangays with the best booth were selected and received cash prizes. A  Coronation Program of the RIC and a MAFC raffle draw conducted on Day 2 wherein fabulous prizes are at stake. The festival is being celebrated in honor of patron St. Isidore the Laborer (Spanish: San Isidro Labrador). It is a way of showing gratefulness to God for the abundant harvest of farmers in the last cropping season.   The said festival is done to give recognition to the farmers and fisherfolks. Town History

Town History Establishment               The town Bacarra was founded by the Augustians in 1590 (Medina, 1893 and Nieto, 1970). It is the third oldest town in Ilocos Norte. However, Bacarra was officially recognized as a municipality by the Spanish government in 1778.              The ministry of Bacarra was established by the Augustinians on June 26, 1591 under the patronage of San Andres Apostol (Foronda and Foronda, 1973), with Vintar, Pasuquin, Bangisan, Banbang, Adang and Bera as its visitas in the early part of its foundation (Foronda and Foronda, 1972). However, Bacarra, too, was a visita of Laoag by virtue of an order issued by the Augustinians on October 31, 1603. It again became an independent ministry in 1614.        In 1591, Bacarra was an encomienda, which belonged to Captain Castillo and Andres de Hermosa (Blair and Robertson, 1973).

Tourism Development Council Produces Postcards for Sale

In an effort to promote existing tourist attraction in the locality and to raise funds for the development of these attractions into a potential tourism destination, the tourism development council headed by Hon. Mayor Nicomedes C. dela Cruz Jr. and Mrs. Lilibeth dela Cruz, together with Hon. Vice Mayor Henedina B. Afaga, chairperson, Committee on Tourism developed various sceneries in the municipality into postcards last month as a result of the monthly meeting by the council.

Bacarra Municipal Scholars (SY 2009-2013)

The following students passed the Scholarship Qualifying Examination and Screening for School Year 2009 - 2013 conducted by the Municipal Scholarship Committee of the Municipal Government of Bacarra done in May 15, 2009 at the Bacarra Central Elementary School, Bacarra, Ilocos Norte.
The Municipality of Bacarra continues to award qualified students through the “Municipal Scholarship Program for Deserving Students from Underprivileged Families of Bacarra” Scholarship Fund.

The Bacarra Bell Tower is located at the right side of the Roman Catholic Church.

Constructed under the supervision of Fr. Pedro Berger, church priest from 1828 to 1848.

It was built in 1830’s and made up of coral blocks and stocco with an original height of fifty (50) meters and a three (3) storey with a wall of five (5) meters thickness. The earthquake wrecked it in 1931, which had caused the top most portions to tilt a little sideward on the right.

Bacarra Vinegar (Sukang Iluko)

To the ilocanos, basi is a very important product because of its role in the Ilocano culture and history.

Basi (iloko wine) is more than just the red, tasty wine that makes ilocanos drunk. It is the basi that is being used for ritualistic acts. Among the early ilocanos, it was a symbol of closeness, unity and camaraderie. More than anything else, it was this native liquor that stirred the rebellion against Spanish oppression in 1807. Thus, the basi played an important role in the Ilocanos' struggle for freedom. According to the Filipino historian, Gregorio F. Zaide, the basi revolt is unique, the only one of its kind in the annals of the Philippines.

Vinegar or the sukang iloko is the secondary product of basi. The soured basi is passed on as Iloko vinegar.
 Iloko vinegar is notable for its strong scent, acidity and black color.

0628 08:33PLRC The Pulang Leon Riders Club took action together with Tourism Development Council of Bacarra headed by Hon. Mayor Nicomedes C. dela Cruz Jr. to protect and improve the environment especially the various sceneries in the municipality. June 27, 2009, the PLRC and the Tourism Development Council conducted a cleanup drive at the Libtong – Teppang Cave. Coordinated by Hon. Vice Mayor Henedina B. Afaga, Chairperson, Committee on Tourism, 20 of our members from different areas of the club united to clean up the passage of the cave. Speaking on behalf of the Tourism Development Council of Bacarra, Mrs. Lilibeth dela Cruz the Working Chairman of the Committee expressed her appreciation for the extraordinary efforts of members. “The achievements of PLRC have shown that the youth of Bacarra really do care about the state of the environment, keep it up and we are aware of the efforts that the club is doing by helping the municipality, especially for the development of the youth,” she said. The Hon. Vice Mayor Henedina B. Afaga amazed of the unity of the members and she stated: “Together we are addressing the problem of our environment. Thank you for initiating environmental awareness projects such as oplan dalus, tree planting and mangrove planting. “I congratulate and thank also the officers and members of the Pulang Leon Riders Club for their outstanding efforts. The Bacarra community understands the urgent need to protect our local and global environment, not only for ourselves but for future generations. The event was part of the Mayor Nico Initiative- GO GREEN, PLRC- Ride for the Environmental Awareness Project. The clean up drive will continue cleaning up the Natba Beach and the Cabulalaan – Corocor Eco-Tourism Area and the Bacarra River and also the Bacarra Bell Tower. We will continue efforts to bring and call the attention of the other civic action groups, SK Bacarra and SSGO Officers in the different schools both public and private with the end view of together we unite for a common goal to clean up, fix up and conserve our environment and help develop our sceneries in Bacarra.
